Bleeder Resistors

Hi!
 >From time to time you see a recommendation on the list that bleeder 
resistors should be used across capacitors for "safety".   They are 
certainly needed at times, but NOT FOR SAFETY!

Never, never, trust your life to a resistor.  They all, without 
exception,  have a nasty habit of opening up.  There is only one safe way 
to make sure capacitors are not holding a charge, and that is to short them.
