I can't speak from personal experience on any the myriad places, but there
are always a bunch like ProtoExpress advertising in the back of magazines
like "Embedded System Design" and "Electronic Products", and, even, I think
"EE Times". A bit of work on the phone might be called for.
The other thing to think about is whether you could buy a cheap shear from
somewhere like Harbor Freight.
And, of course, there's always the technique of putting a row of holes along
the break line, then just snapping the boards apart, and sanding them to get
rid of the "perf" remnants.
