The spark gap, primary cap, and primary inductance make AC (at ca. 100 kHz) 
from DC, so the transformer thing works.

A DC tesla coil, then, goes AC/DC/AC

240 V AC line at low voltage and 50/60 Hz
15 kV AC HV after transformer at 50/60 Hz
20 kV DC after rectifier/filter (0 Hz)
20 kV HV AC produced by sparkgap/Lpri/Cpri (100 kHz)
500 kV EHV AC after transformer (TC primary/secondary) (100 KHz)
