run capacitors for tc use

usamfg-dot-net were selling 2200v 1.02uf capacitors made by aerovox. on the 
aerovox website it said that the n-series are extended foil construction 
with plain or rough polypropylene and kraft; liquid impregnation. isn't 
that what you want for a tc capacitor? and is it 2200v rms or peak?
