Bucket caps

Speaking of home made caps, has anyone built a bucket cap that uses just two 
buckets?  I envision a five gallon plastic pail with a somewhat smaller 
plastic bucket sitting inside of it.  Ideally with an inch or so clearance 
between the two buckets.  Both buckets would be filled with salt water to 
within an inch or two from the top.  The connection leads would go into the 
saltwater in the center bucket and into the outside bucket.  Anyone built one 
like this?  Seems that it would offer a lot of surface area and maybe more 
capacitance than a six pack of glass bottles.  The inside bucket would like 
to be polyethelene or styrene - something besides pvc.
