rebuilt nst not working

more problems......just put back together a 15000/60 
france.the first dry run was ok except for some arcs
{both sides would arc to ground and each other},so i 
took it back apart insulated everything..now no arc over 
but both sides only arc to ground not each other?what 
did i do wrong.used plasticoat to coat both sides of the 
sec?i did a 15000/30 the same way it seams to be working 
ok..could i have taken too many shims out? any help will 
be great, thanks as allways
