YES! I've built a number of them. They work great. The thinner the 
dielectric the better!

I've made a 177 nF 30 kVDC bucket cap by parralleling 7 working caps or 14 
buckets at 110" sq of PP -at- 0.031" thick.

....just use a VAC pump and oil to take out the air and you should have a 
ready made pulse cap!
