fastTesla 0.3 on the web

It just adds the ground plane.  I tried it out and didn't see much
effect on resonance in PSpice.  There are alot more fasthenry features
that I may add later, like connections to the ground plane and skin
effect.  If you read the fasthenry manual, you can add these features in
to the input file yourself.
