I don't think anyone knows what it feels like to be electrocuted,
as it's hard to get information out of a corpse.

I think you mean shocked.  :-)

A handheld tesla coil could be as dangerous as a full
sized one.  Stun guns are hand held too.  It's quite
possible to make a battery powered device kill you.
