power throughput probs

hi
    i have aprob with my coil when i run the coil with the ballast set to
20amps primary current the actual current draw on my gauge is only 12amps
im not sure how this is happening i keep sticking more gap spacers in my
ballast but the current wont go up
when i run the ballast direct on mains its pulling 20amps
please could anyone help with this
