4 caps in series will only yield 6400 volts handling, not nearly
enough for a 9 kv tranny.  The caps should, at an absolute minimum be
rated for 12.6 kV, the peak voltage out of the tranny, but higher
voltage is needed for TC service.  Generally 2 times the RMS voltage
of your tranny is used, or 18 kV for your 9 kV NST.  Hope that makes
sense . . .
