Hi alex,

A couple suggestions:

1) it sounds like your primary and secondary are spaced quite far apart...
what 
if you would your primary a bit closer to the secondary... this would give you 
far better coupling.

2) Did you ground your secondary?  I made this mistake last year with a larger 
coil (not too big, but larger) and had similar results as you are having.  You 
will need to ground it if you get the primary closer or else you will get
arcing 
to the primary (this happened to me last year too).
