definately ungrounded ( thus you become the same potential as the 
voltage thus no current flow ....  its like the birds that sit on the hi 
voltage lines and dont get shocked ...  well they do have some current 
going thru them but it is so minimal there is no harm ...  ( hint hint 
... paralell resistors )

and btw   standing on a stool wont keep you from getting nailed....  if 
the streamer can go thru air for 1 foot it can go 3 feet on wood, PVC, 
glass rods...  havent tried fiberglass rods yet ...
