The dimmer circuit with an induction coil is equivalent to a
capacitor-discharge Tesla coil, with high coupling. The output
voltage is subject to the same limit: Vout<Vin*sqrt(C1/C2),
where C1 is the capacitance in series with the dimmer and C2 is
the equivalent capacitance between the terminals of the secondary
coil.
