Greg, 

The resistor is actually in series with the inductive ballast.  I have tried it
in parallel but this coil operates best with it in series.  I originally used a
welder for ballast but had a problem with unwanted voltage resonance rise in
the primary which killed one commercial cap.  I now use a 5,000 watt variac for
primary ballast.  If you plan to use a rotary spark gap, put a safety gap in
parallel with it.
