	Sorry.  If the great man indeed said this then he was dead wrong! 
Uncharacteristic of him, and probably only an anecdotal report.  As has
been mentioned here many, many times the electroscope charging (and
residual charge often left in the insulation on the outside of the
secondary) is the result of rectification external to the resonant
circuit of the coil itself.
