That could be a way to make a fairly small Tesla coil
with a very low resonant frequency. Insulating disks
between layers?

That would be no surprise, if I recall correctly you
were using a 9V battery. The DC resistance of your
coil has got to be pretty low, and a 9V is going to
run out of energy pretty quickly.
