Matthew,
PFC capacitors only compensate sinusodial power factor lags, like
those from linear (non-saturating) inductors unfortunately. As I
suspect, that your MOTs are working far from this condition, there
is no way to calculate the correct capacity. The only way IMO is
trial and error, but the value found will be valid for a certain
configuration i.e. ballast, tank capacitor, break rate.... only.
If your goal was reducing the supply cord current, every µF helps.
