Hi,

Some of the high voltage got into you due to capacitive coupling. The
capacitor was very small so you didn't get lifted. The high voltage
conductor was one plate, the insulation on the wire was the dielectric, and
your finger was the other plate. The capacitor was in the order of a few
pico farads, which luckily for you, was a very high impedance at 60 Hz. This
impedance will drop at higher frequencies. This means that at RF, a wire
insulated at 40KV DC will very easily break down at 10 KV at 40 KHz (been
there, done that, got a carpet with a burn hole in it!). The insulation
breaks down because at first the high voltage gets through due to the
capacitive coupling. Then the heat from the RF causes total insulation
breakdown!
