PFC confusion

Maybe its the cheap clamp ammeter made by Radioshack, or the AC is just 
messed up a bit and tricking the meter.  But, my 2 15000v 60ma NSTs are only 
drawing like 8A!!  Im using a 408uf PFC bank, and the reading is not from a 
tesla powered situation, just a jaccobs ladder.  I know that my current will 
be more when its on the TC.  But here is the confusion:

1. how exactly is this thing to be wired? like this?:

Is this ok?  Because this leads to more confusion!!

Since all of the caps are in a parallel setup like

ect...

Why is it that when i tap the clamp meter at different points on the 
capacitor chain i get different readings??  At the input side i read the 
very low reading, but near the NST primary, i get some 15-20A.  Im guessing 
that this is a sign of it working correctly, making the mains input look 
like less of a draw.  I thought that since tha caps are directly paralleled 
to each other that there would be no difference anywhere, ie. it would read 
8A everywhere.

Well i cant complain, im much happier pulling a 16A load than a 24A load.  
With all of these additions, my coil needed some remodeling.  Now i dont 
have all of that luxurious extra space between everything like before.  Now 
i have about 10sq" total of free floor space on my 24" diameter base(i knew 
there was a reason that the store only had the 24" circles in stock ;))
