homebrew charging reactor?

Hi, 

I have been working on a DC charging reactor setup using MOTs and a voltage
doubler / filter, and have gotten to the point where the reactor is the
weak link in my system. Past a certain voltage input, (predictably) my
MOT secondary arcs to itself. Given, it's not in oil yet, and if I end
up using an MOT, that's fine, but I wanted to check out my optoins first.

Could I simply wind an inductor around the outside of the EI sections
of an MOT which has had it's windings removed? would this saturate, or
would it have enough inductance for the job? Unfortunately I have no
L meter (not cheep) so will have to ballpark it with calcs and trial
and error. Shielding should be the easiest, just wrap the core with poly,
and possibly sink in oil. I have a bunch of 22 ga. magnet wire, and I
could make taps for use with larger tank caps and/or higher break rates.
This coil will have many adjustable features... 

kindly poke holes so that I may plug them...
