I think that your problem is that the flats that have been milled on your
rotor are too small. My 1/2HP motor's flats are over 1 inch wide, and the
rotor locks fine, even on a 10" disc. My advice to you would be to pull the
rotor out again and mill the flats so they are 0.950 or even 1 inch wide,
then take it from there. In my experience, the flat needs to be at least
half as wide as the rotor (mine's 2.5") to be effective. Your Strobe seems
to be OK, but I would reccomend building a slightly more advanced zero
crossing strobe if you are going to use it for calibration.
