Yes, technically. However there are a number of points about this:
1) When you take TC arcs, the entire charge from the TC topload is dumped
through you, so you would actually get more of a shoch from a TC than you
would from even a huge flyback.
2) TC's run at a much higher frequency than a flyback. Flybacks typically
run between 15 and 25 KHz, which is low enough not to cause internal RF
damage to the 'insulation' of sensory and motor neurons. However in
comparison, the HF from a TC is very damaging to nerve tissue.
However I agree with you that taking arcs from a very low power coil is
essentially 'safe', as long as no 60Hz transients get into the secondary
coil. It is very important to insulate the secondary and primary circuits,
and avoid long exposure times.
