A potential transformer (PT) requiring PFC? I am much amazed, because,
unlike a NST, a PT shouldn't have much leakage inductance, which is what you
are correcting with the PFC.  Are you running an inductive ballast? If so,
then what inductance, because that is what you are compensating.
