I is usually a bad idea to hook up the cap and gap without an inductor to
limit the curent. Also if it is resonant cap then it could ring up voltages
of 80KV and completely destroy your neon.

P.S. No it aint normal - when you run the coil system then the gap shuld
make less noise.
