Conductive paint has been tried, there are a few problems.
1. Most conductive paint isn't conductive, not very anway. It is usually
metal particles suspended in a clear paint and it has very high resistance.
2. It is very thin. Usually the particles in it repel eachother when the HV
gets to it - The paint either flakes off or the particles fly off into the
air creating a nice sparkly cloud with a blue haze - it looks cool though.
3. I wouldn't trust metal particles and high voltages, fire/explosion hazard
comes to mind somehow.

This has been discussed extensivly before, I'm sure you can find more in the
archives.
