Bart,

Putting the pigs in series doesn't over-volt them at all, as long
as they are not grounded in single-ended fashion.  Just ground
the center point between the two pig secondaries, and all will
be fine.  This is the same as the way a center tapped NST
works all the time.  I often run my PT's with secondaries in 
series, each secondary only sees its normal voltage.  There
is no danger to the pigs with this arrangement.
