Actually capacitive ballast will work in a level shifting circuit as used on
MOTs. There are two capacitors in the circuit that limit the output of the
MOTs in this circuit. You can see the circuit at Gregory Hunter's webpage
http://www.angelfire-dot-com/ga3/tesla/motpic.htm . There was also a discussion
on the list about this a while ago too, and it was decided that there was no
reason that this wouldn't work for a pole pig or other transformer as well.
While its not the same as a ballast thats commonly used on pole pigs where
the current actually passes through the ballast on the primary side, it
serves the same function, and gives you more voltage to boot, which may be a
good thing (wider gaps better efficciency etc.) or a bad thing (more
expensive caps etc.).
