with no markings... Is the toroid around the top electrically connected to
the wire in the middle?
It could be a feed through.. designed to be mounted in the wall of a tank.
BTW, it looks more like it would hold off at least 50-60 kV if clean. Nice
smooth curves, etc. Probably designed to either operate in a vacuum or in
SF6 or oil...
The toroidal part could also be a guard ring, designed to make the
capacitance to the center very stable and well known. It could be a
precision capacitor in the few 10s of pF range. It would be used as the
"top" of a capacitive voltage divider.
