After a few more tests, here is what I have found:  With the lights out in the
garage, they do flicker when the TC is running, indicating that some RF is
being generated.  I also noticed some corona about half way up the secondary,
and also an apparent short about halfway up the secondary as indicated by a
spark.  Also the MMC is 14uf, not 12 as reported below.
