Hi CJ....

I would say this is true...  the trannie is "self ballasted" via the shunts
  if you wanted to
decrease the current even more to the already current "regulated" trannie,
then a ballast would
fill the bill... but why decrease the current more ???  ;)   unless you
have some really big
trannie that pulls more current than your supply will deliver........
