Remember that what induces a voltage in the secondary of a transformer is
the changing of the magnetic field.  Even a 6v battery can build that
magnetic field (current limited by the battery voltage, primary winding
resistance, and time connected).  Breaking that field causes a fast (faster
than 60Hz?) breakdown of that field and thus high voltage on the secondary.
This works just like an ignition coil.

i was messing with an MOT by holding a battery (6V) up to the terminals.
then there was a brilliant blue flash, the darn thing arced to my index
finger.  it felt like an ordinary static shock and obviously, it didn't kill
of hurt me. why is this?
