Do you mean 0.0119 and 0.0133uF?  0.119uF is about 10X too big ;-)

It sound like maybe a cap problem to me.  Like the cap is shorting or
getting leaky (electrically) when it gets to a certain voltage.  Could be
an NST problem too.  However, you say you have tried other caps and NSTs...
 Hmmmm...
