	A more likely explanation for your measurement is that the "20 watt"
tube circuit really is consuming only 15 watts.  Electrodynamic
wattmeters (is that what you're using?) are very accurate down to quite
low power factors; it's inherent in the physical principles.  I'd trust
the wattmeter any time.
