In a full wave dc supply or full wave doubler you don't have the
cap to limit the current like with the phase shifter, you need to
put a resistor between the transfo. and the diodes to limit the
current see by the diode, especially if you have a big reservoir
( filter ) cap. If I remember correctly if you increase the size
of the filter cap, on each half cycle the cap will try to
recuperate the energy  loose in the tesla coil faster therefor
with higher current.

The easy solution is using a resistor but maybe it's possible to
use an inductance ( less loose ), but you need to be careful not
to have a situation were you have kicking or resonant rise with
the cap in the filter. 

I saw this kind of filter circuit on old vacuum tube PS but I
don't know how to calculated the inductance.
