Not really - the main problem is that most people build coils from
whatever materials they have available - a TC plan listing specific
parts and materials would be unnecessarily expensive as people may not
have access to all the listed materials in their area, or not realise
they could substitute something they already have lying around. 
Spend an afternoon browsing sites on the tesla webring - I'm sure you
will find enough information there - and ask the Tesla List about
anything you don't understand.
