I haven't doen this before, although I have read about people who have...
    Kenneth D. Skeldon, Alastair I. Grant, Gillian MacLellan and Christine
McArthur of the university of Glasgow, UK, have done this before. The
contact email address for them is kskeldon-at-physics.gla.ac.uk . They wrote a
paper about it entitled portable Tesla coil Apparatus, and in the article it
talks about how they stood on an insulated platform similar to what you
intend to build, and placed leather gloves with metal points on the fingers
on their hands, stood on the platform, and had corona coming from their
fingers...
