Chris,

THe amount of material removed is not *real* critical, but in
general if too much material is removed, the motor will run hot,
and lose power.   If not enough material is removed, the motor
will lose sync power also.  I generally make the flats 1" wide
for a 3 2/8" dia armature, but a 3/4" wide flat is probably OK
too (this is for an 1800 rpm motor which gets 4 flats).

Yes, the flats extend for the full length of the rotor.

A 3600 rpm motor gets 2 flats, and these should be maybe
1/2 the dia in width.  I have not tried narrower flats on the 3600
rpm motor.  

I just posted a suggestion for cutting V notches instead of
flats, but I haven't tried it.
