parallel layer air core reactor

Hi all,
I've a question on parallel layer air core reactor. 

In designing a paraller layer air core reactor, I observed a standard design
procedure. When we proceed towards the outer layer, the number of turns are
reduced. To make the winding height equal, bigger size conductors are chosen
for the outer layers. What is the reason to reduce the number of turns in
the outer layers? Please help me out in finding a logical reason for this.
