I had a similar problem with my 15/60 NST...although it would run a jacob's 
ladder, one side of the secondary was open, and therefore produced no spark. 
when installed in a coil, it did nothing. I suggest you try each HV terminal 
to the grounded case. If both produce an arc, it must be something else.
