Folks...
There are two kinds of HV used in photocopiers. There is a high voltage,
low current supply, DC, used for charging the photoconductive drum that
picks up the toner and puts it on the paper. 5-10 kV at a few mA would be
typical. It is really used to generate corona discharge off a bunch of fine
wires or points.
There are also HV transformers used to run the very bright light that shines
on the original. The light bulb (as it were) is a gas discharge lamp which
needs a "constant current" type ballasted supply. It works like a BIG,
BRIGHT neon sign, probably using xenon or mercury vapor (I'd be interested
in knowing...). These are the 4500 V, 400 mA units from H&R and C&H, for
instance
Finally, there are also HV supplies used to charge the reservoir caps to
fire the flash tubes in copiers that use flash tubes.
