        A very important question!  It is fairly easy...

Just disconnect everything from the NST's output except the safety gap.  No
caps, coils, or filters in the circuit.  Then when you have 120VAC input into
the NST you will have exactly the rated voltage on the output.  You can then
adjust the gaps till they just do not fire and that will be the right setting. 
A variac to turn up the voltage gradually is a big help.  It is a bit tricky
since once the gap fires you usually needed to turn to voltage back down to
stop the arc.  A lot of trial and error but not too bad.

Be super sure to be super careful not to get shocked!!  I would turn the variac
down, flip the off switch and unplug the thing before touching it since it is
easy to forget as one fiddles with it.
