Chuck,

It sounds like the gaps are overheating.  This is a common problem.
when the gaps overheat, they fire at a lower than normal voltage,
and the sparks weaken.  Sometimes they even power-arc, which
weakens the spark even more.   Usually some sort of air blowing
over the gaps from a fan helps.  If you're running a lot of power,
you may want to add more heat-sinking to the gap, etc.
