I have worked a lot with epoxies and they seem to be excellent insulators.
There are silver filled types that conduct electricity well but I have also
seen insulating silver filled (for thermal conductivity) that will arc
right along their surface do to poor conductivity (not sure how they do
that ;-)). I am not sure about JBweld and some of the more common store
bought types but PC boards and Phenolics are all basically epoxy. I have
used common hobby store epoxies for insulation with no problems too. I
think if it is not obviously loaded with metal, you are pretty safe in
assuming it is a good insulator.
