You was referring at the article published in old american scientific edition
about in the year 1960 and present at the web page

it' s a low voltage primary oudine coil. The oscillation was caused by primary
circuit with the 1uF capacitor and the current breaker is a kicking coil vith
a vibrating gap, but the supply is only 120V, I hope.
