Hi Brad,
If the terminal has a short through the tar this may work. If the side
has the wire all burned out it won't. You may try to see if the neon draws
about 2 amps with nothing connected. That would tend to indicate a simple
short to the case. Of course, if you melt the tar, you may just want to
pour it off and have direct access to the guts.
