I personally think that is true in a practical case where there is a 
definite resistance present but hypothetically I would expect no 
power loss if the conductor had no resistance. Splitting hairs 
perhaps.

Some outloud thinks: a shorted turn is going to cancel some of the 
coil inductance at the top end. If Fr isn't modified by doing this (and 
I've done the test myself but just as a frequency check - not voltage 
msmt.), the implication is that in losing some L you have gained 
some C at the top. That must be reflected as some change in base 
impedance. Have you noticed such a change?  I guess you have if 
the base current changes. ?  That is really interesting. I have to 
keep reminding myself that tuning hasn't changed. Is this any help? 
More input power = higher Vtop before breakout seems entirely 
reasonable no matter how it is accomplished. I wonder how peak 
discharge currents at breakout compare for both types of terminal. 
If there is an increase in Ctop it should show up right there shouldn't 
it?
