Whether or not the oil burner transformers are easy or hard to find has more
to do with the climate where you live than anything else. Here in
Massachusetts they're not hard to find at all, much easier than neon
transformers.

In terms of construction, small neon transformers (e.g. 7.5kV 20mA or 9kV
30ma) and oil burner transformers (typ. 10kV 23mA) vary only in their
electrode shape. They are constructed the same way, and neither really has
any great advantage over the other.

But neon transformers come in much bigger and more robust sizes, which are
better for Tesla Coil use. 12kV and 15kV transformers delivering 60mA are
the prefered choice.
