Saturatable reactor Questions

I have DE-wired a large transformer. 4X4X5 (just the steel) inches, and plan 
to wind two layers of #21 gauge enamel wire over the "center E" for the 
control winding. Does this sound like overkill to saturate the core? Then I 
plan to wind the rest of it
with #12 gauge to fill rest of the core. Anyone made one of these before?
