Hmmmm....   Jason, I would suggest that you have too much capacitance in
your system. Try halving the number of SW caps and retuning with the
toroid. I was able to use SW caps with a 12/60 NST to get up to 36" of
arc, driving a large topload composed of one 4"X18" toroid under a 6"X24"
toroid. The cap bank was about .015湩
